fix(ticketManagement): 修复优惠券适用描述显示问题

- 修改了优惠券详情页适用范围描述的显示逻辑
- 当适用类型为2时，直接返回applyDesc字段值
- 移除了不必要的"除...外全场通用"前缀格式化
- 确保优惠券适用描述准确反映实际业务规则
